Speaker: Tom Wendorf

Appointed by the City Manager in January 2001 as Director of Public Works, Thomas G. Wendorf, P.E. previously served as Assistant Director of Public Works beginning in March of 1999 and led the effort in creating a GIS Master Plan for the City that resulted in the creation of the Director of GIS Position. He also managed and administered the budget, services and activities of the Capital Programs, City Architect, City Engineering, Drainage Engineering, Stormwater Operation, Storm Water Utility and Traffic Engineering Divisions.


Mr. Wendorf holds a Master’s degree in Public Administration from the University of Houston and a Bachelor’s degree in Civil Engineering from Texas A&M University. He is a registered professional engineer.


He is a member of numerous professional associations including the American Public Works Association (APWA) and the American Society of Civil Engineers. In 1995, Mr. Wendorf was the recipient of the Top Three Public Works Leaders Award of the Texas Public Works Association. He is the current vice-president of the Bexar Chapter of the Texas Society of Professional Engineers and is the vice-president of the Texas Public Works Association. Mr. Wendorf is immediate past Chairman of the American Public Works Association’s Utility and Public Right of Way Technical Services Committee. In addition, he was recently appointed Chairman of the APWA Urban Forum.
Speaker: Roger Buell

Roger Buell has been involved in engineering for over 20 years. His municipal experience ranges from small (40,000 population) cities to his present position as the City of Charlotte's Right-of-way Management Section Manager in North Carolina (population 550,000). His section oversees significant right-of-way activities on over 2,300 miles of roadway involving over 20 different utilities and numerous other special events and activities.
In addition to his former military service as a Combat Engineer in the Army, he holds a Bachelor's Degree in Civil Engineering from Michigan Technological University and a Master's Degree in Civil Engineering from Wayne State University.
He is a registered professional engineer in both Michigan and North Carolina and a member of APWA, ASCE and ITE. He currently is a member of APWA's UPROW committee and the Chairperson of the Planning & Coordination Subcommittee of UPROW.
