Part three of this five-part series will cover the following topics:
• Earthwork Construction Inspection A public works construction project is only as good as the foundation it was built on! Learn about the general characteristics of soil, how to recognize different soil types, what soil makes the best foundation for a particular project, and when to report soil conditions that are incompatible with design criteria.
• Street and Surface Improvements Hot mix asphalt concrete (HMAC) paving projects represent a major investment in resources. The public works construction inspector needs to understand the basics of the HMAC paving process. Learn about support conditions, ambient conditions, thickness, reinforcement and load transfer devices and other critical components of a successful project.

Tim Clapper
Senior Engineer – Construction Group, CT Consultants, Inc., Willoughby, OH
Mr. Clapper has been active in the Construction of Public Works as an engineering consultant for over 30 years. During that time he has been engaged in the field of Construction Project Administration and Inspection. He routinely interprets design drawings, negotiates change orders, and issues field decisions. He has supervised an engineering staff of up to 15 employees focused on providing construction administration and inspection services for governmental agencies.
His project experience includes construction projects with a construction cost ranging from over $100 million to under $100,000. The project types have varied from roadway and bridge projects, underground utilities, water and waste water treatment facilities, and also include several architectural projects. He has served a project manager for clients such as the Ohio Turnpike Commission, the Ohio Department of Transportation, and numerous cities and counties throughout Ohio.

Mr. Maciel has 29 years of experience in construction, including civil, structural and environmental projects. For private and agency clients, he has managed projects from conception through permitting and design, to construction and into operation and maintenance. He is certified by the Corps of Engineers in Construction Quality Management, a by the Project Management Institute as a Project Management Professional (PMP), and through the Construction Management Association of America as a Certified Construction Manager (CCM). His experience includes work as an Inspector, Construction Supervisor, Superintendent, and a Sr. Project Manager on domestic and international projects. He has served as Vice President of Construction and Engineering for a multi-billion dollar firm, and currently serves as Vice President of Construction Management for Harris & Associates’ Northern Region.
