On August 10, 2005, the Safe, Accountable, Flexible and Efficient Transportation Equity Act - A Legacy for Users (SAFETEA-LU) was signed into law by President Bush. SAFETEA-LU provides a 30 percent increase in funding over its predecessor, TEA-21; includes a new core safety program; increases state minimum return on gasoline taxes paid to the highway trust fund from 90.5 percent to 92 percent; and assures each state at least a 19 percent increase in funding over TEA-21.

Cynthia J. Burbank has worked for the U.S. Department of Transportation for 27 years at FAA, FTA, OST, and FHWA. A member of the Senior Executive Service since 1991, she was designated in October 1998 as one of five Core Business Unit leaders for the Federal Highway Administration. As Associate Administrator, she supervises a staff of over 100, and oversees federal regulations and policies for the acquisition of real property by all federal agencies; FHWA's statewide, international, and metropolitan planning programs; and FHWA environmental programs and policies, including air quality conformity, wetlands, water quality, endangered species, livable communities, noise, historic preservation, environmental justice, NEPA, 4(f), CMAQ, Transportation Enhancements, TCSP, Scenic Byways, and Recreation Trails.

King Gee
King Gee, Associate Administrator, Infrastructure, Federal Highway Administration.
King Gee was appointed to be the Associate Administrator for Infrastructure in the Federal Highway Administration (FHWA) in February 2001. Mr. Gee leads the Office of Infrastructure that is responsible for providing agency leadership on the administration of the federal-aid highway program, on the core engineering disciplines dealing with roads and bridges, and on infrastructure asset management.

Susan Binder, Director, Legislation and Strategic Planning, Federal Highway Administration.
On May 24, 1998, Susan Binder became Director, Office of Legislation and Strategic Planning. In this capacity, she directs a multi-disciplinary staff which develops and analyzes alternative federal-aid highway programs, policies, and legislative proposals; manages the development of FHWA's national strategic planning initiatives; and conducts congressional relations activities.
