NPDES Phase II regs cover construction areas of 1-5 acres in size. What steps should you take during the construction planning stage to meet these requirements and minimize pollutant runoff on your project? This session will cover: -- How a state works with cities and construction operators to ensure compliance with stormwater requirements -- How a city implements their stormwater program addressing construction -- Tools cities and construction operators can use to help ensure compliance -- A program with citizen involvement in the construction site stormwater program

John Kosco, P.E., CPESC
Principal Engineer in Tetra Tech's Center for Water Resources, Fairfax, VA John Kosco, a Principal Engineer with Tetra Tech, has over 14 years experience working on programs to control stormwater and nonpoint source runoff. He currently supports EPA and State clients as they develop innovative solutions to implement their NPDES stormwater programs. He has developed stormwater management plans, guidance documents, conducted inspections, and served as an instructor at numerous training events. He has also reviewed the activities of over 50 municipal stormwater management programs to assess their effectiveness. Prior to joining Tetra Tech, John worked for nine years at EPA where he was a key member of the team that developed the stormwater Phase II regulation in 1999. John has a masters in Civil/Environmental Engineering from George Washington University.

Barry Tonning
Associate Director, Tetra Tech.
Barry Tonning is an associate director with Tetra Tech, a national environmental engineering and consulting firm with more than 200 offices in the U.S. and abroad. Tonning was formerly a senior staff member of The Council of State Government’s Environmental Policy Group before coming to Tetra Tech, and directed the Multi-State Working Group on Environmental Management Systems, the US EPA ORD Ecosystems Project, CSG’s watershed training programs, and Ecos Magazine. Tonning served as Nonpoint Source Pollution Program Director for a five-county district in Kentucky and currently provides assistance to federal and state initiatives dealing with watershed and stormwater management, erosion and sediment control, onsite wastewater treatment, and environmental policy development.

Ejigu Solomon

Ejigu Solomon has over 19 years of environmental work experience in the state of California. Currently, he is in charge of stormwater compliance and enforcement for the Los Angeles Regional Water Quality Board.
For the past six years he was responsible for overseeing the Ventura County Stormwater Program implementation. Ejigu also worked as a state regulator of San Gabriel Valley’s Superfund sites in Los Angeles.

Nora Reyes
Senior Stormwater Environmental Specialist, City of Oxnard, CA Nora Reyes, a Senior Stormwater Environmental Specialist with the City of Oxnard, has over 11 years experience working in the public sector to ensure compliance with the NPDES Permit’s stormwater requirements.
She has developed and implemented one of the most successful stormwater compliance programs for the construction community in southern California, including guidance documents, conducted numerous inspections, and has provided NPDES compliance training to architects, engineers, developers, superintendents, and municipal inspectors. As a member of the International Pollution Prevention Committee, she has conducted Pollution prevention training in Mexico and developing countries in South America. In addition, she translated the Ken Kurri pollution prevention and industrial waste treatment videos for implementation in neighboring countries.
