The new SAFETEA-LU legislation emphasizes safety on our state highways, but the fact remains that the greatest number of fatalities occurs daily on our local roads. TARGET Road Safety 3: Traffic Management Techniques
Do lead-footers, rubber-neckers, and tailgaters plague your community’s roadways? Take charge of traffic menaces and make your streets and roads safe, economical to maintain, and a source of pride for your community. In this session, you’ll learn how to improve safety, reduce congestion and speed, and generate funds for road safety projects.

Najib O. Habesch
Vice President, Urban Engineers, Inc., Hartford, CT
Najib O. Habesch is vice president, in charge of New England Operations for Urban Engineers, Inc., a multi-disciplinary transportation engineering consultancy. Najib's professional experience spans 22 years of traffic engineering and Intelligent Transportation Systems, serving in both the public and private sector. Najib managed the development of Hartford's traffic calming master plan - the first large-scale, citywide plan to be developed in the United States. He resides in Wethersfield, Connecticut.

Craig Allred
Transportation Specialist for the US Department of Transportation Federal Highway Administration
K. Craig Allred is currently with the Federal Highway Administration as a Transportation Specialist, Safety and Design Team. Prior to this position, he worked with the US Department of Transportation and was the Director of Utah Highway Safety, Utah Department of Public Safety.
He is an experienced safety educator, having presented sessions in 43 states, territories, or countries. Craig has been an instructor for the National Highway Institute, Traffic Safety Institute, International Association of Chiefs of Police, Combined Accident Reduction Efforts, Law Enforcement Television Network, and Fire Television Network. He has worked with traffic safety and transportation issues for over thirty years and currently is and has served on many national and state organizations and boards to promote public awareness.
Craig has a B.S. in Psychology/Criminal Justice from Weber Sate University.

Dan Hartman
Director of Public Works, City of Golden, CO.
Dan Hartman has been in public works for 29 years and has been Director of Public Works for the City of Golden, CO, for the past 17 years. He was in similar positions in Tustin, CA, and Steamboat Springs, CO. Dan served on the board of directors for the American Public Works Association, and was the 2004 Colorado Chapter President. He served as a delegate in an engineering professional exchange with Japan in 1991. He was a technical resource expert with United States Agency for International Development and traveled to Eastern Europe a dozen times to help communities in Bulgaria and Romania plan, finance, and complete infrastructure improvements.
Dan was selected as the Colorado public works employee of the year in 1995. He has spoken nationally on infrastructure management, traffic calming, roundabouts, storm water management and water supply and drought preparation. During his tenure the Golden Public Works Department, he has received 16 state and national awards for projects and programs, and his department became the 13th in North America to achieve American Public Works Association national accreditation.

John Sliemers, P.E.
Community Mobility Engineer, City of Columbus, OH
John Sliemers serves as Community Mobility Engineer for the City of Columbus, Ohio. His work is geared toward establishing a balanced, multi-modal transportation system. He has integrated a community mobility approach by which public engagement is used to develop and implement plans. Beyond improving the transportation infrastructure, this effort brings community members together to plan for a more livable future. John received a B.S. in civil engineering from the University of Cincinnati and is a registered professional engineer in the State of Ohio.
