Speaker: Paul Carlson, Ph.D., P.E.

Division Head, Operations & Design Division for Transportation Operations Group Texas Transportation Institute, College Station, Texas

Dr. Carlson is the Division Head of the Operations and Design Division of the Texas Transportation Institute (tti.tamu.edu). He is responsible for leading traffic operations and design research programs in College Station with over 20 researchers and an annual 3 million dollar research budget. He coordinates the state traffic operations research, promotes national research initiatives, facilitates sponsor interaction, and manages a number of research projects.

Dr. Carlson's primary areas of interest are traffic engineering, highway safety, nighttime visibility, traffic control devices, geometric design, and human factors. Paul has been a principal or co-principal investigator for numerous research studies dealing with topics such as traffic sign and pavement marking retroreflectivity, highway safety, nighttime driver visibility needs, centerline and edgeline rumble strips, traffic signal warrants, and operational effects of geometric design. These research studies have led to numerous reports, engineering guidelines, peer-reviewed journal articles, and technical presentations.

Doug has thirteen years experience in municipal and regional transportation operations and planning with a focus on traffic operations and maintenance.

Doug recently opened the Iowa office for Traffic Control Corporation, serving the traffic signal operation and ITS needs in Iowa. Before joining TCC, Doug worked with local and regional governments serving as traffic consultant for Howard R. Green Company.

Doug has also served as a government transportation safety representative for a large sign material manufacturer and as a traffic and transportation planner for cities in Iowa and Illinois. Doug is a graduate of Iowa State University, and a member of the American Institute of Certified Planners. Doug and his family reside in Ankeny, IA.
Speaker: Greg Schertz, P.E.

Safety Discipline Leader, Federal Highway Administration, Lakewood, Colorado.

Greg is currently the Safety Discipline Leader for the Federal Lands Highway, and he also serves as the FHWA Team Leader for development of federal regulations for sign and pavement marking retroreflectivity. Greg has worked with the Federal Highway Administration for 26 years. He is a professional engineer, and he graduated from Texas A&M.

Senior Project Director, SCS Engineering, Tampa, Florida

Dr. Marc Rogoff is Senior Project Director with SCS Engineers in their Tampa, Florida regional office. He has a doctoral degree in Resource Development from Michigan State University with more than 25 years of experience as a public agency manager and environmental consultant on a variety of municipal engineering and management consulting assignments involving transportation, solid waste, water resources, and other various public works facilities.
