Public Works Administration draws its inspiration from a 1986-collaboration between the International City and County Managers Association (ICMA) and APWA. That publication, Managing Local Public Works, which was part of ICMA's illustrious "Green Book Series," was the icon of public works information for two decades. With ICMA's generous permission, APWA has used less than 10% of the former work as a launching pad to create this publication that addresses contemporary public works issues.

Divided into 22 chapters, Public Works Administration provides an overview of the history of public works, discusses legal aspects, and describes such critical areas as: organization, urban planning, strategic planning, and finance. The book also explores the use of information systems, management of people and communication, emergency management issues, code administration and enforcement, right-of-way management and engineering and capital improvements.
